Crane Safety and Operations

Overview

Cranes used on NC State property are commonly grouped into two practical categories: static (fixed or permanently installed systems) and mobile (equipment that can be relocated around a site). The appropriate crane type depends on factors such as lift height, load capacity, site access, ground conditions, and project duration.

This page provides a single starting point for crane operations on NC State property. Use it to understand the basic expectations and to access the detailed requirements for your crane type. All crane activity must follow manufacturer instructions and applicable OSHA standards.

General Requirements (Applies to All Crane Activity)

  • Always follow OSHA requirements and the crane manufacturer’s operating limits.
  • Only trained and authorized personnel may operate cranes or perform rigging and signaling.
  • Maintain access controls. Keep non-essential personnel outside the work area and fall zone.
  • Do not disable safety devices or alarms.
  • Stop work if conditions change (weather, visibility, ground stability, power line proximity, crowd control).

Lift Plan Requirement (Mobile/Specialty Cranes Brought to Campus)

For mobile and specialty cranes brought to campus, EHS requires a Lift Plan package to be submitted at least fifty (50) working days in advance. This lead time is important because FAA notification/clearance may be required and can take up to 45 days.

  • A complete Lift Plan package typically includes:
  • Lift Plan (developed by a qualified person)
  • Engineering evaluation of impacts on underground substructures
  • Ground/subsurface stability confirmation (including utility locating)
  • Traffic control plan and pedestrian safety plan
  • Inspection documentation, operator/rigging qualifications, fall zone and barricade plan
  • Power line proximity and minimum approach distances
  • FAA documentation (if applicable)
